I AN ACT to create 15.157 (13), 20.143 (1) Of), 560.28 and 560.29 of the statutes;
2 relating to: establishing a state waterfront development assistance program and
3 making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
4 SECTION 1. 15.157 (13) of the statutes is created to read:
5 15.157 (13) COUNCIL ON WATERFRONT DEVELOPMENT PROGRAM. (a) There is created in
6 the department of commerce a council on waterfront development programs, consisting of the
7 following 9 members appointed for 3-year terms:
8 1. The secretary of commerce or his or her designee.
9 2. The secretary of tourism or his or her designee.
10 3. The secretary of natural resources or his or her designee.
11 4. One member representing a local chamber of commerce or similar organization.
12 5. One member representing a city, village or town.
13 6. One member representing the planning profession.
14 7. One member representing the financial community.
15 8. Two members representing the business community.
16 (b) The secretary of commerce shall designate an employee of the department of
17 commerce to serve as nonvoting secretary of the council.
18 SECTION 2. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the
19 following amounts for the purposes indicated:

5 SECTION 3. 20.143 (1) (df) of the statutes is created to read: 6 20.143 (1) (df)Waterfront development program. The amounts in the schedule to7 establish and operate the state waterfront development program, created under s. 560.28.

SECTION 4. 560.28 of the statutes is created to read:9 560.28 State waterfront development program. (1) In this section:
10 (a) "Waterfront area" means an area located adjacent to a waterway existing at the time
11 services are requested.
12 (b) "Municipality" means a city, village or town.
13 (c) "Revitalization" means the process of engaging in any work or undertaking by a
14 municipality to construct, reconstruct, renovate or rehabilitate buildings, structures or other
15 improvements at a site or facility located adjacent to a waterway to increase economic activity
16 and tourism.
17 (2) The department shall establish and administer a state waterfront development
18 program to assist municipalities in coordinating, planning, managing and implementing state
19 grant programs for the revitalization of waterfront areas. The department shall do all of the
20 following:
21 (a) Employ, in state classified service, staff for the waterfront development program

1 (b) With assistance from the council on waterfront development and from interested
2 individuals and organizations, develop a plan describing the objectives of the state waterfront
3 development program and the methods by which the department shall:
4 1. Coordinate state grant programs available to municipalities for waterfront
5 development, including transportation enhancement program grants and grants from the
6 department of tourism.
7 2. Provide to municipalities technical assistance, training and information on the
8 revitalization of waterfront areas.

SECTION 5. 560.29 of the statutes is created to read:10 560.29 Council on waterfront development programs. The council on waterfront
11 development shall help the secretary develop a plan to operate the state waterfront
12 development program, and review the effectiveness on and recommend to the secretary
13 procedures to improve that program.

SECTION 6. Nonstatutory provisions. (1) APPOINTMENTS. The first members of the15 council on waterfront development programs, created under section 15.157 (13) of this bill,
16 shall be appointed as follows:
17 (a) Three members listed under section 15.157 (13) (a) 3. to 8. shall be appointed for
18 terms ending July 1, 2003.
19 (b) Three members listed under section 15.157 (13) 9a) 3. to 8. shall be appointed for
20 terms ending July 1, 2004.

POSITION AUTHORIZATION. The authorized FTE positions for the department of22 are increased by one FTE GPR position on April 1, 2002, for the purpose of
23 the state waterfront development program created by this bill.
