RE: Spring Legislative Session: Mandates

Many within the Wisconsin Legislature are asking local governments for lists of mandates as potential relief to cuts in State aid or freezes of state aid and local government’s ability to pay for service delivery. The Wisconsin Alliance of Cities, League of Wisconsin Municipalities, Wisconsin County Executives and Administrators and the Wisconsin Counties Association believe the legislature can start by not passing legislation that is before it.

We respectfully ask the following legislation be removed from consideration for the remainder of this legislative session as being demonstrative of your concerns to curb state unfunded mandates:

AB 2, limits the dates on which local governments can hold referenda

AB 15, relating to the sales tax and the use tax on purchases made with a manufactures rebate

AB 27, requires extensive zoning change notification to land owners.

AB 48, Preemption of Local Government Action vs. Gun Manufactures

AB 64, relating to the sales and use tax for tips and gratuities.

AB 78, mandating the use of covers and mudguards for certain vehicles.

AB 113, Preemption of Local Governments residency requirements

AB 118, sales tax exemption for items used for conservation

AB 121, sales tax exemption for tangible personal property

AB 187, sales tax exemption for self service laundry

AB 335, Mandating new local government procedures for late payments of property tax payments.

AB 390, Relating to the detention of state prisoners in County Jails.

AB 395, creates new standards for granting zoning variances by boards of appeal

AB 457, SB 211, Relating to mandatory overtime hours worked by health workers employed by health care facilities and providing penalties.

AB 476, requires counties to give property tax credit in amount of any revenue from the sale of timber on county forest land

AB 518, SB 248, Forbids Local Governments from Offering Internet Access Service.

AB 524 and SB 267, limits flexibility in EMS, Paramedic staffing

SB 27, relating to sales tax exemptions for the American flags

SB 209, requires mapping and preservation of environmental corridors.

AB 611, Mandates Milwaukee County to use "Issue by Issue" bargaining instead of "Last Best Offer" bargaining.

AB 631, Mandates protective status for Jailers.

SB 46, Relating to executive participating employee status under the Wisconsin retirement system for certain court commissioners.

SB 185, Mandates a new appeal process for Police and Fire Commission decisions.

SB 200, Dispute settlement in collective bargaining

SB 232, Authorizes the Department of Workforce development to require payment of compensatory and punitive damages for discrimination against a protective class.

SB 359, Mandates employees’ rest periods.
