
>WHEREAS, the Legislative Fiscal Bureau estimated that in 1999, vehicles owned by local units of government in Wisconsin consumed 44.7 million gallons of fuel, and school buses owned by school districts consumed some 7.2 million gallons of fuel; and
WHEREAS, the City of ___________________ consumed ______________ gallons of motor fuel in its vehicles in 1999; and paid some _________________ in state motor vehicle fuel taxes in 1999; and
WHEREAS, the Legislative Fiscal Bureau estimated that local governments and schools throughout the state paid some $13.5 million in state motor fuel taxes on the motor vehicle fuel they consumed in 1999; and
WHEREAS, since 1999 the state motor vehicle fuel tax has risen from 25.8 cents per gallon to 26.4 cents per gallon effective April 1, 2000; and
WHEREAS, since 1978, the Internal Revenue Service (IRS) has allowed an exemption from the federal fuel tax (currently 18.4 cents per gallon) for local governments; and
WHEREAS, the state of Wisconsin does not charge any state motor vehicle fuel tax on gasoline or diesel fuel sold to the federal government; and
WHEREAS, 1999 Assembly Bill 405, which would have exempted local governments and school districts from the state gas tax, had 50 sponsors in the Wisconsin Assembly and 10 in the Wisconsin Senate;
NOW THEREFORE BE IT RESOLVED, that the City of ___________________ supports the exemption of local governments and school districts from the state motor vehicle tax; and
FURTHER BE IT RESOLVED, that copies of this resolution be forwarded to the governor, leaders of both houses of the Legislature, the Governor's Blue Ribbon Commission on the State-Local Partnership for the 21st Century and legislators from the ___________________ area.
